Steppin' Out - Off The Footpath ...
A footpath that cannot be used for weeks on end, some might comment, is in danger of being labelled a white elephant. A footpath that will fulfill this scenario and is yet to be built can be revised in the light of common sense. But when dogma holds sway over doing the sensible, pragmatic thing then that's a horse of a different colour.
